Against the backdrop of the state's accelerated efforts to promote the market-oriented allocation of data elements and the in-depth implementation of the "AI+" initiative, the supply of high-quality data is becoming a critical foundation for the development of the artificial intelligence industry. On the morning of June 25, 2026, Mr. Xie Wenming, Vice President of Shanghai Big Data Co., Ltd. and Secretary of the Company's Second Party Branch, led a delegation to visit and inspect the Shanghai Data Annotation and Intelligent Data Governance Base of Grouphorse Group. Ms. Zhang Li, President of Grouphorse Group, together with the Group's core management and technical teams, accompanied the delegation throughout the visit. The two sides held in-depth discussions on topics including the development of data governance systems, innovation in "data processing as a service" business models, and the supply of high-quality data elements.

During the inspection, Ms. Zhang Li briefed Vice President Xie Wenming and his delegation on Grouphorse Group's development overview and strategic layout. With sixteen years of deep experience in the professional services sector, Grouphorse Group has long served nearly 40 international organizations, including the United Nations, as well as government agencies at all levels and leading enterprises, establishing a business portfolio anchored in language services, with artificial intelligence and data governance as key growth drivers. In the field of AI data services, leveraging its years of accumulated capabilities in semantic understanding, process management, and quality control, Grouphorse has launched the "data processing as a service" full-chain data service brand, progressively building multimodal data processing capabilities covering text, images, audio, video, and more.

The Grouphorse data technology team provided a focused presentation on the company's business practices in "data processing as a service," and conducted on-site demonstrations of the relevant platforms, workflows, and application cases, showcasing its full-process capabilities spanning data processing, quality control, and deliverable production. Vice President Xie Wenming and his delegation raised detailed inquiries regarding the technical architecture of the data annotation platform, the hierarchical data security control mechanism, and the talent pipeline development system for annotators, among other topics. The technical and operational teams of Grouphorse responded to these questions with real-world business scenarios and live demonstrations.

At a subsequent symposium, the two sides exchanged views on topics including the implementation of public data governance, the standardization of data processing services, and the development of an ecosystem for the supply of high-quality data elements. Ms. Zhang Li stated that Grouphorse is systematically migrating the rigorous quality control system it has developed over years of serving international organizations into the construction of its AI data infrastructure, striving to convert complex semantic understanding, domain-specific judgment, and quality standards into high-quality structured data featuring traceable processes and verifiable results. Looking ahead, Grouphorse will continue to deepen its capability building in "language × AI × compliance" to provide more reliable data service support for the growth of the artificial intelligence industry.

Vice President Xie Wenming expressed keen interest in Grouphorse's practices in data quality control, organized delivery, and talent cultivation systems, and exchanged views with the Grouphorse team on frontier topics such as data security compliance and cross-border data flows. As a state-controlled mixed-ownership enterprise established with the approval of the Shanghai Municipal People's Government, Shanghai Big Data Co., Ltd. has long been involved in Shanghai's digital government development and urban digital transformation, with deep expertise in public data aggregation and governance as well as the implementation of urban digital applications. This inspection tour not only served as an in-depth exploration of market-oriented data service capabilities but also built a bridge for the two parties to further leverage their respective strengths and explore collaborative opportunities in data governance service scenarios.

Going forward, Grouphorse Group will take this exchange as an opportunity to continue strengthening its core "data processing as a service" capabilities, enhance its data security compliance system and standardized delivery framework, deepen the industry-education integrated talent supply model, and actively align with Shanghai's public data governance and industrial digital transformation needs. The Group will further explore collaborative spaces in areas such as public data processing, industry-specific dataset development, and research on data governance standards, thereby contributing professional strength to the high-quality development of Shanghai's data element market and the construction of an international digital city.
