On June 10, 2026, Wang Shiping, Secretary of the CPC Yingjiang District Committee of Anqing City, Yang Li, Member of the District Standing Committee and Deputy District Mayor, along with senior representatives from the Yingjiang Economic Development Zone, the District Development and Reform Commission, the District Bureau of Commerce, the District Investment Promotion Center, and other key government departments, visited GroupHorse Group for an in-depth exchange on a range of forward-looking topics, including high-quality data supply for large language models, the development of the high-end data annotation industry, ESG implementation, and regional industrial collaboration.

At the beginning of the meeting, Wang Shiping provided an overview of Anqing’s rich heritage as a city known for its history as a “millennium-old city and former provincial capital.” He also highlighted Yingjiang District’s industrial strengths in sectors such as automotive components, new energy, and advanced materials.

Wang emphasized that Yingjiang District is actively working to establish a provincial-level data annotation procurement and service hub. The event also welcomed representatives from prominent industry organizations and enterprises, including the Volcano AI Industrial Park, Ego Smart, Hi-Think Technology, and Datago Data.

Together, these participants joined a special government-enterprise dialogue session with the delegation from Yingjiang District, Anqing City, engaging in discussions on industry-education integration, emerging industrial opportunities, and regional cooperation strategies.

The gathering served as a practical demonstration of the consortium’s collaborative value. By bringing together government agencies, universities, industrial parks, and enterprises on a single platform, the consortium showcased its ability to connect talent cultivation, industrial demand, technological innovation, and regional development, creating a more coordinated ecosystem for the advancement of AI and data-driven industries.

At the beginning of the discussion, Yan Weiqi, General Manager of Shanghai Huochuangyun Information Technology Co., Ltd., introduced the operational model of the industrial park, highlighting its “compact yet comprehensive” development approach. He also provided an overview of the park’s northern and southern zones, outlining their respective functions, development plans, and long-term strategic vision for supporting AI innovation, enterprise growth, and industry collaboration.

During the discussion, Wang Yanqiang, Assistant Dean of the School of Foreign Languages at Fudan University, noted that the university is actively advancing a “Foreign Languages + Computer Science” dual-degree program to meet the growing demand for talent in the era of language intelligence and AI-driven transformation.

Cao Shujing, Deputy Secretary of the Party Committee of the School of English Studies at Shanghai International Studies University (SISU), shared that the GroupHorse Data Governance Industry Center at the School of English Studies, Shanghai International Studies University, jointly established by the university and GroupHorse Group, has already been officially inaugurated. She noted that more than a thousand students are eager to engage with industry practices and gain firsthand exposure to emerging trends in the AI and data sectors through practical training opportunities.

Yang Mei, Deputy Secretary of the Party Committee of the School of Medical Instrumentation at Shanghai University of Medicine & Health Sciences, highlighted the successful outcomes of the university’s collaboration with GroupHorse Group on overseas medical data annotation projects. She noted that student performance exceeded expectations, demonstrating both the effectiveness of applied talent cultivation and the potential for deeper collaboration between academia and industry in specialized data-service fields.

Meanwhile, Chen Lin, Master's Supervisor and Assistant Director of the Master of Translation and Interpreting (MTI) Program at the School of Foreign Languages of Shanghai Maritime University, and Zou Bingjie, Director of the English Department at Tianhua College of Shanghai Normal University, also expressed their strong interest in expanding cooperation through the consortium. Both emphasized the importance of integrating real-world industry projects into MTI and English-language talent development programs, and voiced their commitment to exploring broader collaboration opportunities in curriculum innovation, practical training, and AI-related competency development.

The discussions highlighted a shared consensus among participating institutions: as artificial intelligence continues to reshape industries and professions, universities must actively adapt their talent-development models. Through the consortium platform, academic institutions and enterprises can work together to create more effective pathways that connect classroom learning with industry needs, helping students develop the interdisciplinary skills required for the future digital economy.

During the exchange session, Jiang Liyang, Vice President of Ego Smart, shared the company’s experience in business transformation within the fields of embodied intelligence and autonomous driving data annotation. Qiao Yubo, Manager at Hi-Think Technology Corporation, presented an overview of the company’s business operations and highlighted its strong capabilities in multimodal data annotation. He noted that the company provides services to leading technology enterprises such as ByteDance and Baidu, supporting AI development through large-scale, high-quality data processing and annotation services.

Representatives from Shanghai Huochuangyun Information Technology Co., Ltd., Shanghai Yuliang Engine Network Technology Co., Ltd., and other participating enterprises also shared insights into their respective business strategies and technological deployments in the AI data sector. Their presentations covered topics ranging from industrial ecosystem development and intelligent data services to emerging AI application scenarios, further enriching the discussion on future collaboration opportunities.
