Deepening University-Enterprise Collaboration in Talent Development | Shanghai Ocean University School of Foreign Languages Visits Grouphorse Group to Explore New Pathways for Industry–Education Integration through “Language × AI × Compliance”

Updated:September 23, 2026

On the afternoon of August 7, 2026, Xia Yamin, Deputy Secretary of the Party Committee of Shanghai Ocean University, led a delegation including Yu Yuan, Secretary of the Party Committee of the School of Foreign Languages, and Deputy Deans Li Haiying and He Yuru, as well as Deputy Secretary Liu Haiwei, on a visit to Grouphorse Group. Zhang Li, President of Grouphorse Group, Jiang Feng, Assistant to the President, Liu Qiangyun, Director of the University Relations Office, and Huang Manli, Assistant Director, attended the exchange. The two sides held in-depth discussions on deepening university-enterprise collaboration in talent development and aligning talent development with international industry needs. The visit was a concrete measure by Shanghai Ocean University to implement its field research mechanism under which university Party and administrative leadership teams visit industries to understand their needs and seek practical guidance. It was also another vivid practice by Grouphorse Group of leveraging its integrated strengths in “Language × AI × Compliance” to support supply-side reform in foreign-language talent development and expand its university-enterprise collaboration network.

Before the meeting, Deputy Secretary Xia Yamin, Secretary Yu Yuan, and other university leaders visited the AI training and office area at Huoshan Workshop AI Agent Industrial Park, accompanied by Grouphorse. Leveraging the capabilities of Volcengine and the park’s “Urban AI Factory” ecosystem, Grouphorse focuses on the coordinated workflow of “high-quality semantic data capabilities—model evaluation and iteration—scenario-based application delivery.” The visit featured multilingual semantic annotation projects and supporting resources for AI Language Services training. As one of the first contracted data annotation enterprises to enter Huoshan Workshop in March 2026, Grouphorse takes “traceable data sources, verifiable processes, and interpretable outcomes” as the baseline of its data governance framework, providing multilingual semantic annotation, Data Governance, and Quality Audit services for AI Agent enterprises and industry scenario providers.

During the meeting, Zhang Li, President of Grouphorse Group, introduced the Group’s business layout, trends in the international language training industry, and new developments in demand for professionals serving international affairs. As a United Nations Official Supplier and a member of the United Nations Global Compact (UNGC), Grouphorse won the United Nations official translation service supplier contract in 2019 and was awarded the contract again in 2026. It is an official translation service provider to nearly 40 international organizations, with business covering six major areas: language services, foreign-related consulting, education and training, human resources, global communications, and artificial intelligence.           In May 2026, Grouphorse initiated the Grouphorse Data Annotation Industry-Education Integration Consortium. Driven by real industry projects and focused on multilingual semantic annotation, compliance governance and human-machine collaborative training. It builds an integrated closed-loop system covering curriculum, practical training, performance evaluation and employment, advancing talent cultivation from certificate-oriented to task-driven, and from classroom learning to project delivery.

Yu Yuan, Secretary of the Party Committee of the School of Foreign Languages of Shanghai Ocean University, Deputy Deans Li Haiying and He Yuru, Deputy Secretary Liu Haiwei, and other members of the school leadership team introduced the school’s educational characteristics, development plans, and talent development needs. As an important stop in Shanghai Ocean University’s implementation of its field research mechanism for university Party and administrative leadership teams to visit industries and understand their needs, the School of Foreign Languages has consistently focused on aligning with industry needs and improving the quality of talent supply. Against the backdrop of Artificial Intelligence (AI) reshaping the employment market, the school looks forward to expanding collaboration with Grouphorse in undergraduate and graduate internships and practical training, career education and employment alignment, and joint development of industry schools, drawing on Grouphorse’s platform strengths in Language Services, data annotation, and industry–education integration. The aim is to move foreign-language talent development from the classroom to the industry front line and respond more closely to the new requirements for interdisciplinary professionals in the AI era.

The two sides subsequently reviewed undergraduate and graduate internship programs, summarized their outcomes and challenges, and discussed the latest requirements for job capabilities and competency structures among foreign-language graduates based on Grouphorse’s front-line project practices. The exchange concluded with the participants taking a group photo.

As large-scale AI models iterate on a weekly basis, the value proposition of foreign-language professionals is also shifting: from “translators,” for whom language was the endpoint, toward “interpreters” and “trainers,” for whom language is the starting point connecting professional expertise and technology. At this turning point, Grouphorse has chosen a distinctive path—transforming 16 years of accumulated multilingual service capabilities and its understanding of international rules and semantic structures into the Semantic Data capabilities that are scarce in the AI era.

Focusing on the integration of “Language × AI × Compliance,” it constructs a semantic data system with international adaptability and professional generalizability to provide high-quality data support for Large Language Model (LLM) training, cross-lingual semantic alignment, and the enhancement of reasoning capabilities, while making “foreign languages + AI” an actionable and deliverable industry model for the first time.

This exploration comes at a critical juncture for university-enterprise collaboration in talent development. As the national “AI Plus” initiative and the value realization of data elements gain momentum, building a strong education system and developing new liberal arts call for talent development to move from the classroom into industry. At the same time, Chinese enterprises going global and participating more deeply in global governance require interdisciplinary professionals who understand both languages and compliance. Grouphorse has partnered with more than 200 leading universities in China and abroad, established China’s first Translation Industry-Education Integration Consortium, and successively launched platforms including the Grouphorse Data Annotation Industry School of Zhengzhou University of Science and Technology and the Data Governance Industry Center under the School of English at SISU. The visit by Shanghai Ocean University adds another node to this collaborative network centered on “Language × AI × Compliance.”

Looking ahead, Grouphorse will continue to leverage its resource-linking and platform-organizing capabilities in Language Services, data annotation, and industry–education integration, and work with more universities, including Shanghai Ocean University, to jointly address the evolving needs of foreign-language talent development in the AI era.
